Can I split the Bills for my two tenants on a green titled lot?

This question is always asked by a newbie Dual Occupancy and or Granny flat Developers. “Can I split the Bills for my two tenants?” The typical vision is, because there is only one title, surely there is only one bill sent to that property.
We have looked into this and fortunately the questions are more complicated than the answers. When we install Electricity to the primary Home we also install a Sub-meter for electricity and an in-line meter for Water. This means each party can have their own Services bill. Our Dual occupancy Homes have a dual letter box simply marked “A” and “B”.
Note - Gas suppliers in Western Australia only allow one meter per green titled lot. They can supply a Sub meter but won’t supply separate billing?? Due to this, the smaller of the two areas (Granny Flat area) gets an electric hot water system (A Heat Pump Style), electric Hotplate and Oven. A reverse cycle split system air conditioner allows heating and cooling.
